Baldwin built for TNO in 1902. They were the first TNO engines to be oil fired. As Class M-7 they had Vanderbilt boilers and Vauclain compound cylinders.

They were converted to simple expansion cylinders starting in 1908 and finishing 1921 and then Classed M-8. Superheaters were added between 1921-24.

All scrapped between 1928-29

D&S says that the chassis was used to build the M-21 Class 2-6-0's.
