Southern Pacific TE70-4SI am not aware of any Plans having been published - however, check out the MK Brochure... Brass Models in HO Scale have been made by Overland circa 1983. A rather extensive kitbash may be possible, in HO Scale from either the Stewart U25B, or the Athearn U25B. Microscale Decal sheet 60-186 or 87-186 for the 'Popsicle' TE 70-4S paint scheme.
